Re:    Request for Special Temporary Authority to Conduct Telemetry,
       Tracking and Control Operations Using Earth Station KA258

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests Special Temporary Authority
(“STA”)1 for 30 days commencing September 20, 2012 to use its Hagerstown,
Maryland earth station – call sign KA2582 – to provide telemetry, tracking and
control (“TT&C”) services to the DIRECTV 1R satellite (call sign S2369) as it
drifts from at 109.8° W.L. to 56.16º E.L.3 Earth station KA258 will
communicate with DIRECTV 1R from approximately 88.0° W.L. until the
satellite arrives at 56.16° E.L.4

  Intelsat has filed its STA request, an FCC Form 159, a $180.00 filing fee and
this supporting letter electronically via the International Bureau’s Filing
System (“IBFS”).

  Intelsat is concurrently filing an STA request for its earth station E990323 to
track the satellite from 109.8º W.L. to 88.0° W.L. On-station TT&C
operations will be performed using an earth station located in Russia.

The DIRECTV 1R TT&C operations will be performed in the following
frequency bands:

Uplink: 17305 and 17799 MHz

Downlink: 12699.25 and 12698.25 MHz

The emission designator for both the uplink (command) carriers is 80OKF2D
and the transmitted EIRP will be 85.3 dBW.

Grant of this STA request will serve the public interest because the
redeployment of the DIRECTV 1R satellite to 56.16° E.L. will ensure
continuity of service at that location. The satellite currently located at 56.0°
E.L. ——Bonum 1 —— is expected shortly to experience significant service
degradation. Services currently on Bonum 1 will be transferred to DIRECTV
1R upon the latter‘s arrival at 56.16° E.L. The entire drift is expected to take
between four and five months.

Moreover, grant of this STA extension request will not result in increased risk
of harmful interference to any other system. Intelsat will operate the TT&C
transmissions within the coordinated parameters in the earth station‘s license.

In addition, DIRECTV has stated that it will coordinate the satellite‘s drift with
potentially affected satellite operators. As such, co—frequency operations of
other satellite operators will not be affected.
