                    REQUEST FOR SPECIAL TEMPORARY AUTHORITY

         DIRECTV Enterprises, LLC (“DIRECTV”) hereby requests Special Temporary
Authority (“STA”) for up to sixty (60) days beginning on or about September 3, 2012, to
conduct telemetry, tracking and control (“TT&C”) operations with the DIRECTV 1R
satellite during the initial phase of its drift from the 109.8˚ W.L. orbital location to its
new location at 56.16˚ E.L. This earth station will provide back-up TT&C capabilities in
support of the primary services provided by Intelsat.

        Until recently, DIRECTV 1R was used to provide DBS service in the United
States from the Canadian-controlled orbital location at 72.5˚ W.L. Several months ago,
the commercial arrangement underlying those operations ended, and DIRECTV relocated
the satellite to a 109.8º W.L. for use as an in-orbit spare, and subsequently decided to
deorbit the satellite. However, an immediate need for the satellite has arisen through
which it can ensure continuity of service for another DBS operator. Specifically, the
Russian Satellite Communications Company (“RSCC”) faces an unexpected delay in
replacing its aging Bonum 1 satellite at the 56º E.L. orbital location, and has contracted to
use DIRECTV 1R to help bridge the gap.

        Concurrently with this request, DIRECTV is filing the applications necessary to
relocate DIRECTV 1R, and to re-license it as a U.S. space station operating at 56.16°
E.L. The STA requested herein will enable DIRECTV to begin migration of the satellite
while its licensing application is being processed.

        During the relocation of DIRECTV 1R, the satellite’s communications payload
will remain inactive and only the TT&C payload will operate. DIRECTV requests
authority to operate on the following TT&C frequencies:

               Uplink:         17305 and 17799 MHz
               Downlink:       12698.25 and 12699.25 MHz.

DIRECTV will coordinate with potentially affected satellite operators in accordance with
industry practice, and will operate on a non-interference basis. It anticipates that this
earth station will be able to support Intelsat’s primary TT&C operations for the spacecraft
until it reaches approximately 52º W.L.

       Grant of this STA request will serve the public interest by allowing DIRECTV to
begin migrating this satellite to a new location where it will put valuable spectrum
resources to productive use while helping to ensure uninterrupted service to RSCC’s
subscribers. In addition, grant of this STA request will not result in increased risk of
harmful interference to any other system. This earth station is already authorized to
provide TT&C services using the frequencies needed for the drift of DIRECTV 1R.
Accordingly, DIRECTV respectfully requests that the Commission grant this STA
request as expeditiously as possible.
