                 REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        Pursuant to Section 25.120 of the Commission’s rules, VSAT Systems, LLC (“VSAT
Systems”) hereby requests a 60-day extension of the current Special Temporary Authority
(“STA”) that authorizes VSAT Systems to operate two additional hub sites under Call Sign
E090086 (File No. SES-STA-20120321-00285). The technical parameters of the hub sites are
identified in a pending application filed by VSAT Systems (File No. SES-AMD-20120619-
00552). A copy of that application is attached hereto.

        VSAT Systems serves a cross-section of users, including many governmental
subdivisions and other agencies that protect public safety and respond to emergencies and natural
disasters. Current users of the network include international charitable disaster response
organizations; national and local emergency management agencies; fish and wildlife agencies;
oil, gas and mining companies; Native American entities; safety and security providers; and the
military services. In many instances, these users do not have access to affordable alternative
methods of broadband connectivity and, for some users, it is believed that the network is a
crucial mode of broadband access in the event of terrestrial outages. As explained below, the
requested STA will assist VSAT Systems in avoiding disruption to this important service.

        Under the STA, the two additional hub sites are being used to service customers while
VSAT Systems performs critical maintenance on two previously authorized uplink antennas in
the network. These other antennas needed to be taken out of service to perform this
maintenance. VSAT Systems has filed an application to permanently authorize the two
additional hub sites so that it may continue to serve customers using these sites. The application
was accepted for filing by public notice on July 5, 2012, and VSAT Systems understands that the
application may not be immediately granted after the public notice period expires due to the
volume of applications now pending before the Bureau. Accordingly, VSAT Systems
respectfully requests a 60-day extension of the STA to allow for processing of the permanent
application while preventing disruption to ongoing service.
