         frequencies 14.0—14.5 GHz) to communicate with satellite Estrela Do Sul 2 at orbital
         location 63 degrees W.L. is authorized.

         Operations in the 13.959—13.970 GHz frequencies to support satellite traffic shifting to
         the 15—meter antenna to communicate with satellite Estrela Do Sul 2 is authorized.

         Operations under this authority are on a non—interference basis only.

         Operations under this authority are on a non—protected basis only.

         In the event that there is a report of interference, Telesat Network Services, Inc. must
         immediately terminate transmissions and notify the FCC in writing.

         This is granted without prejudice to any future FCC enforcement action in connection
         with any unauthorized operation of radio facilities.

   REQUEST FOR EXTENSION OF SPECIAL TEMPORARY AUTHORITY




       Pursuant to Section 25.120 of the Commission‘s rules, Telesat Network

Services, Inc. ("Telesat") hereby requests an extension, for the time period

specified below, of its Special Temporary Authority ("STA") so that it may‘

continue operating its hub earth station and associated Earth Stations on Vessels

("ESVs"), all licensed under Call Sign KA399, in the manner described in its

initial STA request.! Telesat has a long—pending application to modify its license

for KA399,2 and it had sought authority in its initial STA request to implement

on an interim basis certain of the changes proposed in the modification

application.}

       Specifically, Telesat had requested an STA to add Estrela do Sul 2 at 63°

W.L. as a point of communication on standard Ku—band frequencies and to

operate an additional ESV model, SeaTel SE—125. In light of the fact that Telesat‘s

modification application has not been granted, and for the additional reasons

stated below, Telesat has a continuing need to operate its facilities on the basis of

the authority provided by its initial STA. Accordingly, Telesat respectfully

Estrela do Sul 2 were intended on a standard Ku—band basis only. Subsequent to its
initial filing, however, Telesat informed the FCC‘s staff that it also required use of the
13.959—13.970 MHz band in order to support satellite traffic. Verbal authority was issued
to operate in that band, as well. Telesat respectfully requests herein that such authority
be included in the instant request for extension of its STA.


requests an extension of its STA for an additional sixty (60) or until its pending

modification application is granted, whichever date occurs first.

       Telesat‘s STA has permitted it to add Estrela do Sul 24 as a point of

communication for transmissions on Ku—band frequencies. As Telesat reported

to the FCC‘s staff, the antenna that had previously supported the Estrela do Sul 2

satellite (LMA4T11N (9—m)) required unexpected and immediate shutdown

owing to an unusual phenomena of birds nesting in its dish and thereby posing a

hazard to continued operations. Efforts to secure the antenna from further

nesting are in progress, however teleport staff have encountered a number of

unforeseen difficulties in the antenna‘s physical restoration. Currently, staff is

working to repair or replace, if repair cannot be accomplished, the apparatus that

enables physical adjustment of the antenna‘s direction. The technicians

performing this work believe it can be completed by mid—September. An

extension of the STA is critical to Telesat‘s continued ability to communicate with

and pass traffic over the Estrela do Sul 2 satellite while this restoration work is

completed.

       Accordingly, for the good cause shown above and consistent with the

justification provided in its original request, Telesat respectfully requests herein

that extension of its STA be granted.

affiliate, Telesat Brasil Capacidade de Satelites Ltda.
