STA Request BFI Licenses, LLC May 2012 EXPLANATION AND PUBLIC INTEREST STATEMENT BFI Licenses, LLC (“BFI”) is seeking special temporary authority (“STA”) to modify its existing satellite earth station facility at Stamford, CT (Call Sign E970061) to permit operation of an additional 8.1 meter Ku-band Vertex antenna, as described in its previously filed modification application (IBFS File No. SES-MOD-20120508-0042), filed on May 8, 2012. The pending application was placed on FCC Public Notice as Accepted for Filing on Wednesday, May 16, 2012 (Report No. SES-01449), and therefore is not fully grantable until after June 15, 2012. BFI is a long-term FCC licensee, and the Commission therefore has previously reviewed and approved on many prior occasions its qualifications to operate FCC-licensed satellite earth station facilities. Moreover, BFI is already operating C-band and Ku-band antennas at the Stamford location under numerous FCC licenses, including Call Sign E970061 which currently permits operation of two 11.3 meter Ku-band antennas at this same site. Accordingly, there is no need for delay in granting BFI permission to operate an additional antenna, on a temporary basis, without prejudice to final action on the pending application. Consistent with the FCC’s Rules concerning authority for use prior to grant, BFI requests an STA for a period of up to 60 days. See 47 C.F.R. §25.120(b)(3). The STA requested here will promote the public interest by allowing BFI to meet the immediate and potentially urgent needs of a major cable news network for real-time satellite uplink services. Accordingly, BFI respectfully requests that the Commission act on this pre- grant STA request no later than May 31, 2012, in order to permit commencement of service on Friday, June 1, 2012.
