Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary
Authority (“STA”)1 for 30 days, from April 13, 2012 through May 12, 2012, to
utilize its Hagerstown, Maryland Ku-band earth station to communicate in the
frequency bands 13.75-14.0 GHz (uplink) and 10.95-11.2 GHz and 11.45-12.2
GHz (downlink) with the U.S.-licensed Telstar 11N satellite at 37.5° W.L.
Intelsat seeks this STA request because a U.S. Government customer wishes to
start service, but its permanent antenna is not yet ready for service.2

In support of this request, Intelsat includes detailed technical information (in
Exhibits A-E) that demonstrates that the operation of the earth station will be
compatible with its electromagnetic environment and will not cause harmful
interference into any lawfully operating facility. In the extremely unlikely
event that harmful interference should occur, Intelsat will take all reasonable
steps to eliminate the interference.

Grant of this STA request will enable Intelsat to begin earth station transition
operations for a U.S. Government customer until the customer’s permanent
antenna is ready for service, thereby serving the public interest. Intelsat
respectfully requests expeditious treatment of this request.

  Intelsat has filed this STA request, an FCC Form 159, a $180.00 filing fee
and this supporting letter electronically via the International Bureau’s Filing
System (“IBFS”).

  Intelsat is concurrently filing a 180-day STA request to allow for temporary
use of earth station E030051 for the six months it is expected to take until the
customer’s permanent antenna is ready for service.
