Re:    Request for Extension of Special Temporary Authority to Conduct
       Telemetry, Tracking and Control Operations Using
       Earth Station E990323

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a 60-day extension – through
June 8, 2012 – of the Special Temporary Authority (“STA”)1 previously
granted Intelsat to use its Castle Rock, Colorado earth station – call sign
E990323 – to provide telemetry, tracking and control (“TT&C”) operations
with the DIRECTV 1R satellite (call sign S2369) at 109.8° W.L.2 Intelsat has
a pending application for permanent authority to utilize earth station E990323
to provide TT&C services to DIRECTV 1R at that location.3

The DIRECTV 1R TT&C operations will continue to be performed in the
following frequency bands:

Uplink: 17305 and 17799 MHz

Downlink: 12699.25 and 12698.25 MHz

The emission designator for both the uplink (command) carriers is 800KF2D
and the transmitted EIRP will be 85.3 dBW.

Grant of this STA extension will serve the public interest because it will
continue to allow for the safe station—keeping of the DIRECTV 1R satellite at
109.8° W.L. In addition, grant will allow the Commission additional time in
which to consider Intelsat‘s pending application for permanent authority for
this earth station.

Moreover, grant of this STA extension request will not result in increased risk
of harmful interference to any other system. As noted in the original STA
request, Intelsat‘s earth station is already authorized to provide TT&C services
to DIRECTV 1R using the frequencies listed above. Intelsat will continue to
operate the TT&C transmissions within the coordinated parameters in the earth
station‘s license.

In addition, DIRECTV has stated that it will coordinate with potentially
affected satellite operators.4 As such, co—frequency operations of other satellite
operators will not be affected.
