                 REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        Pursuant to Section 25.120 of the Commission’s rules, VSAT Systems, LLC (“VSAT
Systems”) hereby requests Special Temporary Authority (“STA”) to operate two additional hub
sites under Call Sign E090086. The technical parameters of the proposed modification are
identified in a pending application filed by VSAT Systems on February 29, 2012 (File No. SES-
MOD-20120229-00267). A copy of that application is attached hereto.

        VSAT Systems serves a cross-section of users, including many governmental
subdivisions and other agencies that protect public safety and respond to emergencies and natural
disasters. Current users of the network include international charitable disaster response
organizations; national and local emergency management agencies; fish and wildlife agencies;
oil, gas and mining companies; Native American entities; safety and security providers; and the
military services. In many instances, these users do not have access to affordable alternative
methods of broadband connectivity and, for some users, it is believed that the network is a
crucial mode of broadband access in the event of terrestrial outages. As explained below, the
requested STA will assist VSAT Systems in avoiding disruption to this important service.

       The STA is required in order to perform critical maintenance on two primary uplink
antennas in VSAT Systems’ network. These antennas need to be taken out of service to perform
this maintenance. VSAT Systems consequently needs to migrate customers to the proposed
antennas in order to avoid compromising their service. Although VSAT Systems has filed an
application for permanent authority, the application has not yet been placed on public notice and
VSAT Systems understands, through counsel, that there was a delay in processing the
application due to technical issues in the electronic filing system. Accordingly, VSAT
respectfully requests expeditious grant of a STA in order to perform necessary maintenance
without disrupting service, while the permanent application is being processed.
