12. Description

Lockheed Martin Corp. requests a 60—day extension of its STA in File No. SES—STA—20111209—01447 to
use its Carpentersville,   NJ earth station to support post—launch/early—operations/IOT TT&C for the
SES—4 satellite.  The launch initially scheduled for December 25, 2011 was postponed, and did not
occur until February 14, 2012, necessitating this extension request.  See Exhibit A

                                                  Description

        Lockheed Martin Corporation ("Lockheed Martin") requests an extension of the special
temporary authority ("STA") granted in File No. SES—STA—20111209—01447 ("December 2011
STA Request") that authorized Lockheed Martin to operate its Carpentersville, New Jersey Ku—
band fixed earth station antenna (see File No. SES—LIC—20081103—01443, as amended) to
provide telemetry, tracking and control ("TT&C") functions during the post—launch, transfer
orbit, and in—orbit testing ("IOT") phases of operation for the SES—4 satellite that will be operated
by New Skies Satellites B.V., a sister company of SES Americom, Inc. ("SES Americom"). The
SES—4 launch, originally scheduled for December 26, 2011, was postponed several times, and
finally took place on February 14, 2012.

       The mission duration for the TT&C operations is just under 60 days. Because the
December 2011 STA Request runs through February 23, 2012, Lockheed Martin expects to
operate under the STA extension for only 50 days or so. Lockheed Martin nevertheless requests
a 60—day extension in case a slight continuation of TT&C operations is required.‘

       All conditions on post—launch/early operations/IOT TT&C support for the SES—4 satellite
specified in the December 2011 STA Request and subsequent stamp—grant authorization are
unchanged for this extension request. Lockheed Martin fully understands that all of its proposed
launch, early—operations, and IOT TT&C support for the SES—4 launch will be on a strictly non—
harmful interference, non—protected basis.                                       ‘

        Lockheed Martin emphasizes that the limited operations it is conducting in support of the
launch and IOT of SES—4 — operations Lockheed Martin and the satellite operator has
coordinated and will continue to coordinate in advance with any and all potentially affected
entities that operate communications systems in compliance with the Table of Frequency
Allocations during the limited period of use — are required in the public interest. For LEOp
services, Lockheed—Martin‘s earth station is part of a global network of control facilities that is
being used to position the satellite as it progresses from transfer orbit to its final location. The
safe and orderly use of the entire geostationary orbital resource and protection of the hundreds of
satellites from the U.S. and other countries that operate there depends in no small part on
ensuring that the SES—4 satellite is controlled while over North America, and Lockheed Martin‘s
earth station thus will serve a limited—duration, but nonetheless vital function.




_ Lockheed Martin submits that a 60—day temporary authorization is appropriate here for the reasons stated in
Exhibit A of the December 2011 STA Request (at note 4).

STA—20111209—01447 to operate its Carpentersville, NJ Ku—band earth station antenna to
provide critical TT&C services during the launch and early operations and IOT phases of the
SES—4 satellite, from February 24, 2011 through April 23, 2011, under the same terms and
conditions as granted in the December 2011 STA Request.
