Special Temporary Authority (STA)



Intelsat License LLC is hereby granted 60—day extension of the previous STA file SES—
STA—20111229—01510 from February 9, 2012 through April 9, 2012 is subject to the
following conditions:

        1.      All operations during the drift shall be on an unprotected and non—harmful
interference basis, i.e., applicants shall not cause harmful interference to, and shall not
claim protection from interference caused to it by, any other lawfully operating
radiocommunication station.

       2.      In the event of any harmful interference during DIRECTV‘s drift of the
DIRECTV 1R space station to the 109.8° W.L. orbital location, applicants shall cease
operations immediately upon notification of such interference, and shall immediately
inform the Commission, in writing, of such an event.

       3.      During the drift to the 109.8° W.L. orbital location, applicants may not
operate the payload on the DIRECTV 1R space station.

        4.      Any action taken or expense incurred as a result of operations pursuant to
this special temporary authority is solely at the applicant‘s own risk.

        5.     Grant of this authorization is without prejudice to any determination that
the Commission may make regarding DIRECTV‘s pending application seeking a license
to maintain the DIRECTV 1R space station at the 109.8° W.L. orbital location as an in—
orbit spare (IBFS File No. SAT—LOA—20111205—00233).

       6.      This action is issued pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date
of the public notice indicating that this action was taken.

12. Description

Intelsat Licengse LLC herein requests a 60—day extension,      through April 8, 2012, of the Special
Temporary Authority previously granted Intelsat to use its Castle Rock, Colorado earth station,
call sign E990323,     to provide telemetry,   tracking and control operations with the DIRECTV 1R
satellite     (call sign $2369)   during its drift from the 72.5 W.L. orbital location to 109.8 W.L.   In
addition, Intelsat is requesting authority to provide TT&C services to the DIRECTV 1R once the
satellite is on—station at 109.8 W.L.

            Dear Ms. Dortch:

            Intelsat License LLC ("Intelsat") herein requests a 60—day extension — through
            April 8, 2012 — of the Special Temporary Authority ("STA")‘ previously
            granted Intelsat to use its Castle Rock, Colorado earth station — call sign
            E990323 — to provide telemetry, tracking and control ("TT&C") operations
            with the DIRECTV 1R satellite (call sign $2369) during its drift from the 72.5°
            W.L. orbital location to 109.8° W.L.* In addition, Intelsat is requesting
            authority to provide TT&C services to the DIRECTV 1R once the satellite is
            on—station at 109.8° W.L.* Intelsat has a pending application for permanent
            authority to utilize earth station E990323 to provide TT&C services to
            DIRECTV 1R at 109.8° w.L.*
            The DIRECTV 1R TT&C operations will continue to be performed in the
            following frequency bands:

            Uplink: 17305 and 17799 MHz

            Downlink: 12699.25 and 12698.25 MHz

            The emission designator for both the uplink (command) is 800KF2D and the
            transmitted EIRP will be 85.3 dBW.


            ‘ Intelsat has filed its STA request, an FCC Form 159, a $180.00 filing fee and
            this supporting letter electronically via the International Bureau‘s Filing
            System ("IBFS").

 Grant of this STA extension will serve the public interest because it will
 continue to allow the drift of the DIRECTV 1R satellite and will allow its safe
 station—keepingonce on—station. In addition, grant will allow the
 Commission additional time in which to consider Intelsat‘s pending
 application for permanent authority for this earth station.

Moreover, grant ofthis STA extension request will not result in increased risk
of harmful interference to any other system. As noted in the original STA
request, Intelsat‘s earth station is already authorized to provide TT&C services
using the frequencies needed for the drift of DIRECTV 1R. Intelsat will
continue to operate the TT&C transmissions within the coordinated parameters
in the earth station‘s license.

In addition, DIRECTV has stated that it will coordinate with potentially
affected satellite operators." As such, co—frequency operations of other satellite
operators will not be affected.
