Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary
Authority (“STA”)1 for 30 days, from February 20, 2012 through March 20,
2012, to utilize its Hagerstown, Maryland Ku-band earth station prior to grant
of permanent operating authority. Specifically, Intelsat seeks STA to support
continuity of services during the migration of Intelsat’s teleport operations
from Clarksburg, Maryland to Hagerstown, Maryland. Intelsat has a pending
application to modify its current license to authorize the relocation of this
antenna to Intelsat’s Hagerstown, Maryland teleport on a permanent basis.2

Intelsat seeks this STA in order to perform antenna testing. This testing serves
the public interest by ensuring that the antenna can carry services for
customers as soon as the antenna is permanently licensed at Intelsat’s
Hagerstown teleport.

In support of this request, Intelsat incorporates by reference its pending
application for authority to relocate this antenna on a permanent basis.3 The
application contains detailed technical information that demonstrates that the
operation of the earth station will be compatible with its electromagnetic
environment and will not cause harmful interference into any lawfully
operating facility. In the extremely unlikely event that harmful interference
should occur, Intelsat will take all reasonable steps to eliminate the
interference.
