       The request of applicants in the files noted above is GRANTED contingent upon grant of
SAT—STA—20111206—00235. Accordingly, the applicants are authorized, for a period of 60 days
commencing on January 9, 2012, to conduct Telemetry, Tracking, and Telecommand (TT&C)
operations necessary to drift the DIRECTV 1R space station, Call Sign $2369, from the 72.5°
W.L. orbital location to the 109.8° W.L. orbital location. Applicants are authorized to use the
17,305 MHz and 17,799 MHz frequencies for telecommand and the 12,698.25 MHz and
12,699.25 MHz frequencies for telemetry during these operations. This authorization shall be in
accordance with the technical specifications set forth in the applications, the Commission‘s rules,
and is subject to the following conditions:

        1.     All operations during the drift shall be on an unprotected and non—harmful
interference basis, i.e., applicants shall not cause harmful interference to, and shall not claim
protection from interference caused to it by, any other lawfully operating radiocommunication
station.

       2.     In the event of any harmful interference during DIRECTV‘s drift of the
DIRECTV 1R space station to the 109.8° W.L. orbital location, applicants shall cease operations
immediately upon notification of such interference, and shall immediately inform the
Commission, in writing, of such an event.

       3.      During the drift to the 109.8° W.L. orbital location, applicants may not operate the
payload on the DIRECTV 1R space station.

        4.     Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at the applicant‘s own risk.

       5.   Grant of this authorization is without prejudice to any determination that the
Commission may make regarding DIRECTV‘s pending application seeking a license to maintain
the DIRECTV 1R space station at the 109.8° W.L. orbital location as an in—orbit spare (IBFS File
No. SAT—LOA—20111205—00233).

        6.     This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of the
public notice indicating that this actlon was taken>

12. Description

Intelsat License LLC hereby requests Special Temporary Authority to use its Castle Rock,          CO earth
station ({call sign E990323)   to conduct telemetry,   tracking and control   (TT&C)   operations with the
DIRECTV 1R satellite during its drift from 72.5 W.L. to 109.8 W.L.       Intelsat requests that this
STA become effective on January 9,    2012 and last for up to 30 days thereafter.


                    REQUEST FOR SPECIAL TEMPORARY AUTHORITY
                                    Call Sign: E990323

        Intelsat License LLC ("Intelsat") hereby requests Special Temporary Authority
("STA") to use its Castle Rock, CO earth station (call sign E990323) to conduct
telemetry, tracking and control ("TT&C") operations with the DIRECTV 1R satellite
(call sign $2848) during its drift from the 72.5° W.L. orbital location to 109.8° w.L.‘
Intelsat requests that this STA become effective on January 9, 2012 and last for thirty
(30) days thereafter."

        Intelsat requests authority to operate its earth station with call sign E990323
utilizing the following TT&C frequencies:

               Uplink:         17305 and 17799 MHz
               Downlink:       12699.25 and 12698.25 MHz

       The emission designator for both the uplink (command) is 800KF2D and the
transmitted EIRP will be 85.3 dBW.

        Grant of this STA will serve the public interest because it will facilitate safe
repositioning of the DIRECTV 1R satellite. In addition, grant of this STA request will
not result in increased risk of harmful interference to any other system. Intelsat‘s earth
station is already authorized to provide TT&C services using the frequencies needed for
the drift of DIRECTV 1R. The transmissions that will occur during the proposed
operations will be within the coordinated parameters in the earth station‘s license.
Moreover, DIRECTV has stated that it will coordinate with potentially affected satellite
operators." As such, co—frequency operations of other satellite operators will not be
affected.

       Accordingly, Intelsat respectfully requests that the Commission grant this STA
request as expeditiously as possible.




1      DIRECTV has a pending application for special temporary authority to operate
the DIRECTV 1R satellite‘s TT&C frequencies during the drift. FCC File No. SAT—
STA—20111206—00235. DIRECTV also has a pending application for authorization to
operate DIRECTV 1R as an in—orbit spare at 109.8° W.L. FCC File No. SAT—LOA—
20111205—00233. The technical information related to TT&C functions contained in
DIRECTV‘s applications are incorporated by reference.
2       DIRECTV is also seeking a similar STA for a second earth station in Ellenwood,
GA (call sign E930229).
