In anticipation of the acquisition of four new satellite news—gathering ("SNG") trucks, NBC Telemundo License LLC, licensee of Station WNBC, New York, NY ("WNBC" or the "Station"), filed applications in IBS on November 4, 2011, for four new satellite earth station transmit/receive authorizations. The file numbers of these applications are E110158 — SES—LIC—20111104—01305, E110161 — SES—LIC—20111104—01316, and E110165 — SES—LIC—20111104—01327 (accepted for filing on Nov. 9, 2011, Report No. SES—01396) and E110164 — SES—LIC—20111104—01325 (accepted for filing on Nov. 23, 2011, Report No. SES—01401). The SNG trucks have now been delivered to WNBC, and the Station would like to commence testing and operation of the equipment as soon as possible while the applications remain pending. The technical showings accompanying the applications demonstrate that operation of the new equipment will not cause interference to other licensed users. Accordingly, and for the reasons set forth below, we hereby request Special Temporary Authority ("STA") to begin testing and operation of the new equipment referenced in File No. SES—LIC—20111104—01325. The Station‘s parent company, NBCUniversal, announced on October 31, 2011, that it was undertaking a major investment to enhance the news—gathering operations and capabilities of the NBC owned television stations, including WNBC. These enhancements include hiring more than 130 people across the NBC owned television stations, primarily in the news departments; adding or expanding investigative reporting units at five stations, including WNBC; and adding two additional weekday news programs at WNBC. The four new SNG trucks will play a key role in the fulfillment of WNBC‘s commitment to strengthen and expand its news—gathering and reporting capabilities, which in turn will allow the Station to more effectively serve its viewers by ensuring the timely delivery of the news and information programming on which they depend. For these reasons, grant of the requested STA would serve the public interest.
