He‘s Alive Inc. is requesting a 60 day STA to start satellite operations while their permanent FSS Ku—band application (SES—LIC—20111105—01328/E110166) is currently pending on Public Notice with the Commission. He‘s Alive Inc serves the Public Interest in rural areas of western MD, WV, and PA with unique broadcast content only deliverable via satellite. Construction and operation of a fixed Ku—band R/T earth station terminal is sought prior to onset of inclement winter weather. Additionally some of He‘s Alive Inc sites are in physically remote or rugged locations that experience severe interruptions, drop—outs, poorfidelity and multipath, and other quality of service problems with existing terrestrial or off—air links. Because of the remote &/or rugged locations, or distant from Telco switches, that broadband (wireless or wired) links are unavailable as an alternative. Satellite distribution is an essential ingredient to be able to provide the high quality information and emergency services to the public in areas prone to natural weather situations/disasters. He‘s Alive Inc. accordingly requests that a 60 day STA be granted so that the Public Interest in remote areas can be served. Thank you for your attention and help in this matter.
