Telesat Network Services Inc. ("Telesat") is granted Special Temporary Authority to
operate its 15—m antenna licensed under KA—399 for 30 days, from October 24, 2011
through November 23, 2011, as a temporary replacement for a 9—m antenna that also is
licensed to operate at the Mt. Jackson teleport and that has demonstrated signs of failure.
Communication with Telstar 14 satellite located at 109.2° W.L. in the 13810—13995 MHz
band, with corresponding receive frequencies at 11510—11695 MHz is authorized under
the following conditions:

1. Operations shall be on a non—interference and non—protected basis.
2. In the event of any harmful interference, Telesat shall cease operations immediately
and shall inform the Commission, in writing, immediately of such an event.
3. Personnel must be protected from radiations hazards at all times.

            REQUEST FOR SPECIAL TEMPORARY AUTHORITY




Introduction

      Pursuant to Section 25.120 of the Commission‘s rules, Telesat Network

Services, Inc. ("Telesat") hereby requests Special Temporary Authority ("STA")

to operate a 15—m antenna, which is licensed under Call Sign KA399 and is

located at Telesat‘s teleport in Mt. Jackson, Virginia, as a temporary replacement

for its 9—m antenna, which has exhibited signs of failure and is being taken out of

service for repairs. STA is needed because during the replacement period the 15—

m antenna will communicate with Telstar 11N, which is not an authorized point

of communication on the license for the antenna.

       Telesat recently submitted a request for an STA to conduct tests in order

to confirm that it has successfully recalibrated the 15—m antenna for the

temporary operations.* Assuming timely action on that STA request, Telesat

expects to have completed testing and to be ready to begin repairs on its 9—m

antenna by Oct. 24, 2011. Accordingly, Telesat respectfully requests an STA for

the 30—day period commencing on Oct. 24, 2011.

Discussion

       Telesat‘s failing 9—m antenna serves as a hub for earth stations on vessels

(ESVs). It provides this service via Telesat‘s Telstar 11N, which is located at

37.55° W.L.

       Telesat‘s 15—m antenna is located immediately adjacent to the 9—m antenna,

making it an ideal temporary replacement. The license for the 15—m antenna

specifies a satellite at 8° W.L. as a point of communication. Telesat seeks an STA

for the 15—m antenna to communicate with Telstar 11N at 37.55° W.L. during the

replacement period.

       While it serves as a temporary replacement, Telesat‘s 15—m antenna will

operate using the same frequencies and power levels as the failing 9—m antenna.

(see attached Schedule B for the proposed operations). Using these operating

parameters, the larger 15—m antenna will have no more potential for causing

adjacent—satellite interference than the 9—m antenna. Additionally, Telesat notes

that the temporary operations would be covered by the existing coordination

agreements with any co—channel adjacent satellites within six degrees of Telstar

11N at 37.55° W.L.

       Telesat‘s STA request is supported by good cause. Telesat‘s 9—m antenna

is in critical need of maintenance, and it is anticipated that this maintenance will

take 30 to 60 days. Grant of Telesat‘s STA request will facilitate this maintenance

and help ensure that Telesat can maintain continuity of service while


maintenance is ongoing. Numerous maritime vessels rely on this service for an

array of communications needs.

      Mt. Jackson is in a National Radio Quiet Zone. Accordingly, and in

accordance with the requirements of Section 1.924 of the Commission‘s rules,

Telesat notified the National Radio Astronomy Observatory (NRAO) of the

technical details of the operations proposed herein.

      Accordingly, and for good cause shown, Telesat respectfully requests that

its STA request be granted.
