Intelsat is granted, under the following conditions, Special Temporary Authority for 30 days,
from September 29, 2011 through October 28, 2011 to use its Clarksburg, Maryland C—band earth
station, call sign KA275, to provide launch and early orbit phase (LEOP) services to the SES—2
satellite at its permanent orbital location 87° W.L. SES—2 satellite was launched on September
20, 2011.

1. Uplink to SES—2 @87° W.L on 6423.5 MHz (LHCP) within coordinated emission and power
limits.

2. Downlink from SES—2 @87° W.L on 3700.5 MHz and 4199.5 MHz (RHCP).

3. The LEOP operations must be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be provided
with an emergency phone number where the licensee can be reached in the event that harmful
interference occurs. Currently the 24x7 contact information for the SES—2 LEOP mission is as
follows: Ph.: (202) 944—7701 — East Coast Operations Center (primary); (310) 525—5900 — West
Coast Operations Center (back—up). Request to speak with Harry Burnham or Kevin Bell.

4. All operations shall be on an unprotected and non—harmful interference basis, Intelsat License
LLC, KA275, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference.

5. Pursuant to Section 1.62 of the Commission‘s rules, 47 C.F.R. § 1.62, continued operation
of this station with SES—2 under SES—STA—20110805—00917 with grant date of August 19,
2011 continued in effect until grant of this authorization.

           Dear Ms. Dortch:

           Intelsat License LLC ("Intelsat") requests a thirty—day extension — through
           October 23, 2011 — of the Special Temporary Authority ("STA")‘ previously
           granted Intelsat to use its Clarksburg, Maryland C—band earth station — call sign
           KA275 —to provide launch and early orbit phase ("LEOP") services to the
           SES—2 satellite that, due to an unexpected launch delay, is now scheduled to be
           launched on September 20, 2011." The LEOP period is expected to last
           approximately 10 days."

           The SES—2 LEOP operations will be performed in the following frequency
           bands: 6423.5 MHz (LHCP) (uplink) and 3700.5 MHz and 4199.5 MHz
           (RHCP) (downlink). The LEOP operations will be coordinated with all
           operators of satellites that use the same frequency bands and are in the LEOP
           path. All operators of satellites in that path will be provided with an
           emergency phone number where the licensee can be reached in the event that
           harmful interference occurs.

           ‘ Intelsat has filed its STA request, an FCC Form 159, a $180.00 filing fee and
           this supporting letter electronically via the International Bureau‘s Filing
           System ("IBFS").

           No. SES—01376, File No. SES—STA—20110805—00917 (Aug. 25, 2011) (Public
           Notice). The permanent orbital location for SES—2 is 87.0° W.L. See Policy
           Branch Information; Satellite Space Applications Acceptedfor Filing, Report
           No. SAT—00788, File No. SAT—RPL—20110429—00082 and SAT—AMD—
           20110613—00107 (June 24, 2011) (Public Notice). The satellite will undergo
           in—orbit testing at 77.25° W.L.
           * Intelsat is seeking authority through October 23, 2011 to accommodate any
           further launch delay.

The proposed LEOP operations will be performed in conformance with the
antenna‘s licensed parameters. As such, the proposed LEOP operations are not
expected to cause harmful interference into lawfully operating Fixed Service
facilities. In the extremely unlikely event that harmful interference should
occur due to transmissions to or from its earth station, Intelsat will take all
reasonable steps to eliminate the interference.

Grant of this STA extension request will continue to allow Intelsat to help
launch the SES—2 satellite to the 87.0° W.L. location. This, in turn, will
promote the public interest by ensuring continuity of service from that
location.
