       Re:     Request for Extension of Special Temporary Authority
               Fillmore, California Earth Station E4132

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a thirty-day extension –
through October 14, 2011 – of the Special Temporary Authority (“STA”) 1
previously granted Intelsat to use its Fillmore, California C-band earth
station – call sign E4132 – to provide launch and early orbit phase
(“LEOP”) services to the Express-AM4 satellite.2 As the Commission is
aware, on August 18, 2011, the Express-AM4 satellite suffered an anomaly
of unknown origin and was injected into an off-design orbit. Currently, the
LEOP mission team is continuing to monitor the satellite until a decision is
made with respect to the satellite’s long-term location.

The Express-AM4 LEOP operations will continue to be performed in the
following frequency bands:

6535.0 MHz (uplink) (RHCP for TC1 and LHCP for TC2); and
4199.5 MHz (downlink) (LHCP for TM1 and RHCP for TM2)

The LEOP operations will continue to be coordinated with all operators of
potentially affected satellites that use the same frequency bands.3 All such
operators will be provided with an emergency phone number where the
licensee can be reached in the event that harmful interference occurs.

In further support of this extension request, Intelsat incorporates by
reference Exhibits A and B of the original STA request, which contain a
waiver request, as well as technical information that demonstrates that the
operation of the earth station will be compatible with its electromagnetic
environment and will not cause harmful interference into any lawfully
operating terrestrial facility. In the extremely unlikely event that harmful
interference should occur due to transmissions to or from its earth station,
Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA extension request will enable Intelsat to continue
monitoring the Express—AM4 satellite. This will serve the public interest
by allowing the satellite‘s owner more time to make a decision about the
satellite‘s long—term locaiton.
