              Description of Request for Special Temporary Authority


        MTN License Corp. (“MTN”) requests special temporary authority (“STA”) to
use its C-band earth station licensed under Call Sign KA332 to communicate with the
NSS-703 spacecraft at its 47° W.L. orbital location. MTN requests STA for a 30-day
period beginning on September 15, 2011.

         The NSS-703 satellite with which MTN seeks to communicate is the subject of a
petition for declaratory ruling, filed by SES Satellites (Gibraltar) Ltd., to add the
spacecraft to the FCC’s Permitted Space Station List. See File Nos. SAT-PPL-20101103-
00230; SAT-APL-20110120-00015 (Call Sign S2818). That petition has been accepted
for filing and remains pending before the Commission. See Public Notice, Report No.
SAT-00753 (rel. Feb. 1, 2011). Following grant of the petition, KA332 and all other U.S.
earth stations with an ALSAT authorization will be permitted to communicate with NSS-
703. However, the U.S. Navy has approached MTN with an urgent need for its
specialized maritime communication services that cannot wait for final Commission
action on the pending petition. For this reason, MTN seeks immediate temporary
authority to allow KA332 to communicate with NSS-703.

         Grant of the instant request will serve the public interest by allowing MTN to
fulfill a pressing need of the U.S. Navy. Favorable action on the request will also
comport with the Commission’s grant of a series of STA requests filed by SES
Americom Inc. (“SES”) to communicate with NSS-703 pending its addition to the
Permitted List. See SES-STA-20110218-00182 (granted March 3, 2011); SES-STA-
20110309-00283 (granted March 29, 2011); SES-STA-20110408-00415 (granted April
29, 2011); SES-STA-20110519-00601 (granted May 26, 2011); SES-STA-20110623-
00733 (granted June 24, 2011); SES-STA-20110729-00904 (granted Aug. 5, 2011). As
MTN’s request for STA is comparable to SES’s numerous requests, grant of the instant
application is fully warranted. Operations with NSS-703 from KA332 will be fully
compliant with all technical parameters of the license for the earth station.

        In summary, and on the basis of the information provided above, MTN
respectfully requests, for a period of 30 days commencing on September 15, 2011,
special temporary authority to communicate with NSS-703.
