                            Description of STA Extension Request


               WB Holdings 1 LLC (“WildBlue”) hereby requests an extension of special
temporary authority (“STA”) to operate its licensed earth station facilities in Cheyenne,
Wyoming (E010151) and Nuevo, California (E040213) at an increased maximum transmit
symbol rate of 30 MBd using an emission designation of 30M0G7W, during the pendency of the
license application for full authority to operate using these parameters. See FCC File Nos. SES-
MOD-20110505-00556; SES-MOD-20110505-00555. WildBlue filed the modification
applications on May 5, 2011, and these applications were accepted for filing and placed on
public notice on August 3, 2011. See Public Notice, Report No. SES-01369 (Aug. 3, 2011).

               On June 14, 2011, the Commission granted to WildBlue STA to operate at the
increased symbol rate in order to allow more efficient use of spectrum on the WildBlue-1 and
Anik F2 satellites by existing WildBlue customers, while these satellites are also being used to
conduct tests of the ViaSat-1 ground network. See File Nos. SES-STA-20110427-00519; SES-
STA-20110427-00520. These STAs expire on August 12, 2011. Testing of the ViaSat-1 ground
network using the WildBlue satellites will continue until the launch and operation of ViaSat-1,
which is scheduled for the fall of this year. Therefore, an extension of each of these STAs is
necessary. WildBlue requests an extension of these STAs for an additional 60-day period to
continue the modified operations until the Commission can act on the underlying license
modification applications.
