                  Description of Request for Special Temporary Authority


               ViaSat, Inc. (“ViaSat”) hereby requests special temporary authority (“STA”) to
operate a 7.3 meter transmit/receive antenna operating in the Ka-band in Lovelock, Nevada for
purposes of testing and demonstrating the performance capabilities of the ViaSat-1 ground
network in advance of the launch of ViaSat-1. ViaSat-1 is scheduled to launch in the fall of this
year. This STA request seeks to operation of this earth station with the AMC-15 satellite at 105º
W.L. in the 19.7-20.2 GHz and 29.5-30.0 GHz bands. ViaSat requests authority commencing on
August 22, 2011 for a period of 30 days.

               ViaSat has filed a license application for this antenna, which will be used as a
gateway for the ViaSat-1 satellite network. See File Nos. SES-LIC-20110328-00375; SES-
AMD-20110502-00536 (Call Sign E110045). That application (as amended) remains pending
and contains all of the relevant technical parameters for the STA operations, except (as noted
above) the STA operations will include only the AMC-15 satellite, which is a U.S.-licensed
ALSAT satellite, and will be limited to the upper 500 MHz of the Ka-band.

                Grant of this STA would allow ViaSat to test and demonstrate the performance of
ViaSat’s next-generation satellite broadband technology in advance of the launch of ViaSat-1.
Broadband service to consumers upon the launch of ViaSat-1 may be expedited because ViaSat
would be able to configure and calibrate the gateway antenna to optimize network performance
prior to the launch of the satellite. Therefore, grant of this STA will serve the public interest,
convenience and necessity.

               ViaSat will make available a 24/7 point of contact in the event that any issues
arise in connection with the operations under the requested STA. Personnel will be on duty at all
times during the STA period and can be contacted at (720) 493-7300.
