Conditions of Grant of SES—STA—20110725—00856

Intelsat License LLC ("Intelsat") is granted Special Temporary Authority for 30 days,
from August 15, 2011 through September 13, 2011, to test a 2.4 meter C—band antenna by
communicating with its Intelsat 701 satellite at 180.0° E.L. in the following frequencies:
6342—6378 MHz (uplink, circular polarization) and 4117—4153 MHz (downlink, circular
polarization) from Intelsat‘s Napa, California teleport under the following conditions:

1. Operations will comply with SEATEL Certification of antenna EIRP conformance
with 25.221 which meets 25.220 requirements for the land based operation, the radiation
hazard report, and the COMSEARCH coordination report.
2. Operations shall be on a non—interference and non—protected basis.
3. Personnel must be protected from radiations hazards at all times.
4. Future authorizations for non—conforming C—band antennas must include:
      a. the antenna gain pattern as required by 25.220 and the 25.115(h) tables or;
     b. the antenna gain pattern as required by 25.220 and requesting a waiver of the
25.115(h) requirements based on a sound technical argument that demonstrates
compliance with 25.218 eirp off axis EIRP envelopes, or;
      c. referencing a non—conforming antenna that has all the information required and
has already been granted.

                      Napa, California C/Ku—band Earth Station Testing

           Dear Ms. Dortch:

           Intelsat License LLC (Intelsat") herein requests a grant of Special Temporary
           Authority‘ for 30 days, from August 15, 2011 through September 13, 2011, to
           test a 2.4 meter C—band antenna." Specifically, Intelsat intends to communicate
           with its Intelsat 701 satellite at 180.0° E.L. in the following frequencies: 6342—
           6378 MHz (uplink, circular polarization) and 4117—4153 MHz (downlink,
           circular polarization). During the testing, the antenna will be located at
           Intelsat‘s Napa, California teleport.

           Intelsat seeks to test the feasibility of the antenna for certain services. Because
           the proposed testing will assist Intelsat in meeting customer demand for
           service, grant of this STA request is in the public interest.

           In support of this request, Intelsat is attaching Exhibits A—E, which contain
           technical information that demonstrates that the operation of the earth station
           will be compatible with its electromagnetic environment and will not cause
           harmful interference into any lawfully operating facility. In the extremely
           unlikely event that harmful interference should occur, Intelsat will take all
           reasonable steps to eliminate the interference.




           ‘ Intelsat has filed this STA request, an FCC Form 159, a $180.00 filing fee
           and this supporting letter electronically via the International Bureau‘s Filing
           System ("IBFS").
           > The C—band antenna that will be tested is mounted on the front of a 2.4 meter
           C—/Ku—band antenna, with a switchable feed. Intelsat has separate authority to
           utilize the Ku—band antenna portion of this combined device. See Satellite
           Communications Services Information; Actions Taken, Report No. SES—01360,
           File No. SES—STA—20110510—00570 (June 29, 2011) (Public Notice).
