Exhibit A HNS License Sub, LLC Request for STA Call Sign E060445 July 2011 DESCRIPTION HNS License Sub, LLC (“Hughes”) hereby requests special temporary authority (“STA”) to operate a small number of temporary-fixed satellite Earth station antennas prior to grant of the authority requested in its pending application (FCC File No. SES-MFS-20100419-00452, as amended by FCC File No. SES-AFS-20110701-00767) to modify its blanket license to operate Ka-band fixed-satellite service earth stations (Call Sign E060445). Specifically, Hughes seeks authority to operate both: (1) up to 50 units (out of 1,000 requested) of antenna type TFTR 98CM (1 meter AvL Technologies antenna, Model 1010K) and (2) up to 50 units (out of 1,000 requested) of antenna type TFTR 1.2M (1.20 meter AvL Technologies antenna, Model 1210K) as requested and described in its pending application. As the amended modification application is already on file, Hughes requests a 60-day term for the STA, commencing on or before July 7, 2011, pursuant to Section 25.120(b)(3). The STA requested here, pending action on the underlying application, will promote the public interest by allowing Hughes to meet the immediate and potentially urgent needs of state, municipal and non-governmental first responders that have indicated a desire to install and deploy these auto-point transportable antennas on an expedited basis in order to have them available during the hurricane season, which has already begun. Accordingly, Hughes respectfully requests that the Commission act on this pre-grant STA request for a limited number of these earth terminals no later than July 7, 2011.
