Re: Request for Special Temporary Authority
Hagerstown, Maryland Ku-band Earth Station Testing

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary
Authority1 for 30 days, from July 25, 2011 through August 24, 2011, to test a
1.0 meter Ku-band antenna. Specifically, Intelsat intends to communicate with
its Galaxy 25 satellite at 93.0° W.L. and with its Horizons 2 satellite at 74.0°
W.L. in the frequencies 14000-14500 MHz (uplink) and 11700-12200 MHz
(downlink). During the testing, the antenna will be located at Intelsat’s
Mountainside teleport in Hagerstown, Maryland.

Intelsat seeks to test the antenna to verify that it can be used for certain
services offered by Intelsat. Because the proposed testing will assist Intelsat in
meeting customer demand for service, grant of this STA request is in the
public interest. The testing currently is expected to be completed in one
month.

In support of this request, Intelsat is attaching Exhibit A, which reflects the
transmission parameters of the proposed operations. In addition, Intelsat is
attaching Exhibits B and C, which contain information showing that the
operation of the earth station will be compatible with its electromagnetic
environment and will not cause harmful interference into any lawfully
operating facility. In the extremely unlikely event that harmful interference
should occur, Intelsat will take all reasonable steps to eliminate the
interference.

1
Intelsat has filed this STA request, an FCC Form 159, a $180.00 filing fee
and this supporting letter electronically via the International Bureau’s Filing
System (“IBFS”).
