Intelsat Licenses LLC is granted Special Temporary Authority to transmit to the ViaSat—1 satellite
on 29.5005 GHz and 29.503 GHz (uplink, RHCP) and receive from the ViaSat—1 satellite on
19.701 GHz and 19.703 GHz (downlink, RHCP) for 30 days commencing upon the day of launch
and expiring no later than 30 September 2011 using a 9.2m antenna located at its Riverside, CA
teleport to provide launch and early orbit phase (LEOP) services to the ViaSat—1 satellite. Earth
station operations are limited to transmission and reception applied for in Attachment 1 to form
312 of this application under the following conditions.

1. All operations shall be on an unprotected and non—harmful interference basis, i.e., Intelsat shall
not cause harmful interference to, and shall not claim protection from, interference caused to it by
any other lawfully operating station.

2. In the event that there is a report of interference, Intelsat must immediately terminate
transmissions and notify the FCC in writing.

3. Intelsat must comply with all FAA antenna height restrictions defined in 47 CFR Part 17.

4. The LEOP operations will be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event that
harmful interference occurs. The 24x7 contact information for the ViaSat—1 LEOP mission is as

Coast Operations Center (back—up)

5. Intelsat must make all reasonable and customary measures to ensure that the temporary earth
station does not create a potential for harmful non—ionizing radiation to persons who may be in
the vicinity of the earth station when it is in operation. At a minimum, permanent warning labels
shall be fixed to the earth station and its housing warning of the radiation hazard and including a
diagram showing the regions around the earth station where radiation levels could exceed 1
.OmW/em2. The earth station operator shall be responsible for assuring that individuals do not
stray into the regions around the earth station where there is a potential for exceeding the
maximum permissible exposure limits required by 47 C.F.R. §1.1310. This shall be accomplished
by means of signs, caution tape, verbal warnings, placement of the earth station so as to minimize
access to the hazardous region, and/or other appropriate means.

6. Though market access and the Transfer and Emergency link budget was approved via SAT—
LOI—20080107—00006 the power flux density (PFD) of the VIASAT—1 may be no greater than —
124.3 dBW/m*~2/MHz during the launch and early operation phase of VIASAT when it is not at
it‘s GSO location.

7. Any extension of the STA must be supported by completion of US 334 coordination.

           Dear Ms. Dortch:

           Intelsat License LLC (Intelsat") herein requests Special Temporary Authority
           ("STA")‘ for 30 days commencing June 6, 2011 to utilize a 9.2m Ka—band
           antenna located at its Riverside, CA teleport to provide launch and early orbit
           phase ("LEOP") services to the ViaSat—1 satellite, which is scheduled to be
           launched on June 6, 201 1.

           The ViaSat—1 LEOP operations will be performed in the following frequency
           bands: 29.5005 GHz and 29.503 GHz (uplink, RHCP) and 19.701 GHz and
           19.703 GHz (downlink, RHCP).

           The LEOP operations will be coordinated with all operators of satellites that
           use the same frequency bands and are in the LEOP path." All operators of
           satellites in that path will be provided with an emergency phone number where
           the licensee can be reached in the event that harmful interference occurs.

           ‘ Intelsat has filed its STA request, an FCC Form 159, a $175.00 filing fee and
           this supporting letter electronically via the International Bureau‘s Filing
           System ("IBFS").                    '

           > ViaSat—1 will be in—orbit tested at 109.2 W.L. The satellite‘s permanent
           orbital location will be 115.1° W.L. The satellite is licensed by the Isle of Man
           and has been authorized to serve the United States. See Policy Branch
           Information; Actions Taken, Report No. SAT—00627, File No. SAT—LOI—
           20080107—00006 (Aug. 24, 2009) (Public Notice).

           ‘ Space Systems Loral, the manufacturer of the ViaSat—1 satellite and the
           manager of its LEOP mission, will do the coordination.

In further support of this request, Intelsat notes that for purposes of the ViaSat—
1 LEOP mission, it is seeking to operate in the frequencies listed above at the
nominal power level of 88 dBW. As noted above, the transmissions proposed
herein will be coordinated with potentially affected operators of co—frequency °
satellites. In the extremely unlikely event that harmful interference should
occur, Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA request will enable Intelsat to help launch the ViaSat—1
satellite. This will serve the public interest by prov1d1ng additional broadband
service to consumers in the United States.
