Intelsat is granted, under the following conditions, Special Temporary Authority for 30 days,
from May 18, 2011 through June 16, 2011, to use its Fillmore, California C—band earth
station, call sign E4132, to provide launch and early orbit phase LEOP services to the ST—2
satellite that is expected to be launched on May 18, 2011.

1. Uplink to ST—2 on 6427.75 MHz and 6429.25 MHz (RHCP) using an emission of
850KFXD at a max EIRP of 64.7 dBW/4 kHz.

2. Downlink from ST—2 on 3699.5 MHz and 3698.5 MHz (RHCP) on a secondary allocation
basis.

3. Immediately cease operations if interference is reported.

4. The LEOP operations must be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event
that harmful interference occurs. Currently the 24x7 contact information for the ST—2 LEOP
mission is as follows: Ph.: (202) 944—7701 — East Coast Operations Center (primary); (310)
525—5900 — West Coast Operations Center (back—up). Request to speak with Harry Burnham
or Mike Munion.

5. Waiver of application requirements under 25.114 is for LEOP service only. Thatis, for
communications prior to the satellite attaining its final location in the geostationary orbit and
on a non—interference basis.

6. Waiver of application requirements under 25.137 is for LEOP service only based on the
understanding that ST—2 is licensed by Singapore, which is a WTO—member country and that
at its permanent orbital location of 88.0° E.L., ST—2 will not serve the United States.

          Dear Ms. Dortch:

          Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary
          Authority (“STA”)1 for 30 days, from May 18, 2011 through June 16, 2011, to
          use its Fillmore, California C—band earth station —— call sign E4132 —— to provide
          launch and early orbit phase ("LEOP") services to the ST—2 satellite that is
          expected to be launched on May 18, 2011." The LEOP period is expected to
          last approximately 10 days."

          The ST—2 LEOP operations will be performed in the following frequency
          bands:

          Uplink: 6429.25 MHz and 6427.75 MHz (RHCP); and
          Downlink: 3699.5 MHz and 3698.5 MHz (RHCP)

          The LEOP operations will be coordinated with all operators of satellites that
          use the same frequency bands and are in the LEOP path. All operators of
          satellites in that path will be provided with an emergency phone number where
          the licensee can be reached in the event that harmful interference occurs.

          ‘ Intelsat has filed its STA request, an FCC Form 159, a $175.00 filing fee and
          this supporting letter electronically via the International Bureau‘s Filing
          System ("IBFS").
          * The satellite‘s permanent orbital location will be 88.0° E.L.
          * Intelsat is seeking authority through June 16, 2011 to accommodate a possible
          launch delay.

 In further support of this request, Intelsat is attachmc Exhibits A and B, which
 contain technical information that demonstrates that the operation of the earth
 station will be compatible with its electromagnetic environment and will not
‘cause harmful interference into any lawfully operating terrestrial facility, as
 well as a waiver request. Intelsat notes that although it has coordinated a
 power level of 34.9 dBW, it expects to operate within the 26.5 dBW maximum
 level permitted by the FCC. A higher power level will only be used in case of
 emergency. In the extremely unlikely event that harmful interference should
 occur due to transmissions to or from its earth station, Intelsat will take all
 reasonable steps to eliminate the interference.

Grant ofthis STA request will enable Intelsatto help launch the ST—2 satellite.
This will serve the public interest by ensuring continuity of service at the
satelhte s permanent location of 88.0° E.L...
