The referenced requests for extension of special temporary authority ARE GRANTED. GUSA
Licensee LLC is authorized to operate a fixed earth station in Clifton Texas (EO30266) in the
1610—1618.725MHz (Earth—to—space) and 2483.5—2500 MHz (space—to—Earth) frequency bands for
test communications with HIBLEO—X satellites for an additional period ending April 17, 2011; to
operate other fixed earth stations in Clifton, Texas (Call Signs E970199, EOO0O0342, EO0O0343,
E000344, and EO0O0345) in the 5091—5250 MHz (Earth—to—space) and 6875—7055 MHz (space—to—
Earth) frequency bands for testing and telecommand, telemetry, and control communications
with HIBLEO—X satellites for an additional period of 60 days ending April 17, 2011, to operate a
fixed earth station in Sebring, Florida (Call Sign E050097) in the 5091—5250 MHz (Earth—to—
space) and 6875—7055 MHz (space—to—Earth) frequency bands for testing and telecommand,
telemetry, and control communications with HIBLEO—X satellites for an additional period ending
April 17, 2011; and to operate other fixed earth stations in Sebring, Florida (Call Signs EO50098,
E050099, and EO50100) in the 5091—5250 MHz (Earth—to—space) and 6875—7055 MHz (space—to—
Earth) frequency bands for testing and telecommand, telemetry, and control communications
with HIBLEO—X satellites for an additional period ending April 17, 2011 in accordance with the
technical parameters specified in the STA applications, except that the EIRP spectral density of
telecommand transmissions shall not exceed 55.2 dBW/4kHz.‘ The request for authority to
operate with power spectral density higher than 55.2 dBW/4kHz IS DEFERRED for further
consideration. These temporary authorizations are subject to the following further conditions.

1. All operations pursuant to this authorization shall be on an unprotected and non—harmful
interference basis. Operations shall not cause harmful interference to, and GUSA Licensee LLC
shall not claim protection from interference caused by, any other lawfully operating station. In the
event that harmful interference results, operations shall cease immediately upon notification of
such interference, and GUSA Licensee LLC shall immediately 1nf05m the Commission in writing                                         *4

separately pending requests for special temporary authority for these stations filed January 28, 2010. File
No. SES—STA—20101212—01533, which sought extension of an earlier STA grant, will also be shown as
granted to reflect operations pursuant to Section 1.62 from December 14, 2010 onward. See File No. SES—

    GUSA Licensee LLC is applying for an extension of its special temporary authority to

12. Description

GUSA Licensee LLC is applying for an extension of its special temporary authority to operate the
TCU earth station antenna at Clifton,     Tx to support the launch campaign of Globalstar‘s second—
generation constellation.      This antenna will be used to communicate with satellites in
Globalstar‘s first—generation constellation     (FCC call sign $2115)   and in its French—licensed
second—generation constellation. Globalstar has filed five separate applications for extension of
special temporary authority —— one for each antenna at the Clifton, Tx location. Globalstar
requests that they be processed simultaneously. Multiple earth station antennas provide
opportunities for telemetry and control of multiple satellites in view simultaneously at a ground
location,     which is a common occurrence for a LEO satellite constellation.
