       Re:     Request for Special Temporary Authority to Operate
               VSAT Network with Hagerstown, Maryland Hub E040414

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary
Authority (“STA”)1 for 60 days, from March 1, 2011 through April 29, 2011,
to operate a new VSAT network consisting of up to 50 1.2 m remote terminals
communicating with an Intelsat-owned, U.S.-licensed hub -- call sign E040414
located in Hagerstown, Maryland -- in the frequency bands 11.7-12.2 GHz and
14.0-14.5 GHz prior to grant of permanent operating authority.2 These earth
stations will communicate with Intelsat’s Galaxy 28 satellite located at 89.0°
W.L.

Intelsat plans to use this VSAT network beginning March 1, 2011 to provide
corporate data exchange and training videos to a customer’s remote offices.

In support of this request, Intelsat incorporates by reference its concurrently
filed application for authority to operate this VSAT network. The application
contains detailed technical information in Schedule B and Exhibit B that
demonstrates that the operation of the remote terminals will not cause harmful
interference into any lawfully operating facility. The hub station, E040414,
will operate in accordance with the coordinated parameters of its current
license. In the extremely unlikely event that harmful interference should
occur, Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA request will enable Intelsat to begin providing service to its
customer in accordance with the contractual start of service date. This, in turn,
will allow the customer to provide data and video services to its remote offices,
thus serving the public interest.

System (“IBFS”).
