Dear Ms. De La Torre:

         GUSA Licensee, LLC and Globalstar Caribbean, LLC (“Globalstar”) hereby submit a 60-
day Special Temporary Authority (“STA”) request, pursuant to 47 C.F.R. § 25.120, for its
Commission-licensed earth stations to engage in commercial communications with its launched
second-generation satellites while its Application for modification of its earth station licenses to
provide such authority remains pending.1 Globalstar requests expedited treatment of this
extension request because the earlier Globalstar’s second-generation satellites can begin
commercial operations in the United States, the sooner the American public can enjoy the
benefits of Globalstar’s significantly improved service. In addition, Globalstar respectfully asks
that its pending STA request to authorize its Mobile Earth Terminals (MET) to engage in

commercial communication with its second-generation satellites – filed on November 5, 2010 –
be granted simultaneously because that authorization is also needed for Globalstar to provide
commercial service.2

         As the Commission is aware, Globalstar has embarked on a transition to its second-
generation satellite constellation. This transition involves the launch of 24 new satellites, with
the first batch of six satellites launched on October 19, 2010, and preparations for subsequent
launches well under way.3 While Globalstar’s Application has been pending, the Commission
has temporarily authorized Globalstar to communicate from its U.S. earth stations to its second-
generation satellites for non-commercial, testing and orbit-raising purposes.4 Globalstar
anticipates that four of its six recently launched satellites will be ready to provide commercial
service at the end of this month.

         Globalstar understands that, although the Commission has received all the information it
requires from Globalstar for processing its Application, certain international coordination issues
remain to be resolved before the Commission can act on the Application. Globalstar submits that
these issues – which Globalstar expects will be resolved – should not delay Globalstar’s
American customers from enjoying the increased service quality Globalstar’s second generation
satellites can now provide. Accordingly, Globalstar respectfully requests that the Commission
grant its STA request to provide commercial service using its U.S. earth stations and second
generation satellites for 60 days, or until its Application is granted, whichever is sooner.
