                                           Description


       HNS License Sub, LLC (“Hughes”), pursuant to Section 25.120(b)(3) of the

Commission’s Rules, hereby requests that the Commission extend for an additional 60 days its

Special Temporary Authority, File No. SES-STA-20080702-00875 (“Initial STA”), as proposed

to be extended most recently in File No. SES-STA-20101112-01425 (“November STA”), to

operate Hub H on its VSAT network earth station license, Call Sign E000166, on frequencies

that are different from those specified in Hughes’s April 2007 modification of license

authorization in File No. SES-MFS-20070419-00489.

       The Initial STA was necessitated by the fact that an issue with the condition of the

Intelsat Galaxy 26 satellite with which Hub H operates required Hughes to change the

frequencies that were assigned exclusively for Hughes’s use while the issue was resolved by

Intelsat. Hughes emphasized that only the specific frequencies to which it has exclusive access

were being adjusted (and were subject to further adjustment); the amount of spectrum Hughes

will be using on Hub H to access Galaxy 26 on an interim basis will not exceed the amount of

spectrum Hughes requested in the April 2007 modification of license application, and Hughes

understands that there will be no changes in the technical operating parameters of the antenna –

either in terms of pointing or power – that extend beyond the limits of the Hughes’s licenses for

the Hub H antenna. See Hughes April 2007 Modification Application, File No. SES-MFS-

20070419-00489, at Exhibit A.


       Intelsat has substituted the Galaxy 25 satellite for Galaxy 26 at the same orbital location

and assigned frequencies to Hughes for exclusive use via the Hub H antenna. This arrangement

is reflected in a modification of license application that Hughes filed in December 2010. See

Application of HNS License Sub, LLC for Modification of Call Sign E000166, File No. SES-

MFS-20101230-01641 (“Modification Application”).

       Until the Modification Application is acted upon, Hughes will require an STA – to extend

the period of the November STA by 60 days, or until March 17, 2011, on a pre-grant basis – to

operate its Hub H antenna with the Galaxy 25 satellite on the frequencies proposed in the

Modification Application. Hughes reiterates that all frequencies it uses between the Hub H

antenna and Galaxy 25 are available for its exclusive use pursuant to the contract with Intelsat

Global Services Corporation that was referenced in the April 2007 modification application.

Hughes also confirms that there are no changes to the Hub H operating parameters other than the

frequency assignments.

       For all of the foregoing reasons, Hughes respectfully requests that the Commission grant

this request for extension of its November STA on a pre-grant basis for a period of 60 days,

commencing January 16, 2011.
