                 REQUEST FOR SPECIAL TEMPORARY AUTHORITY

                                     (CALL SIGN KA399)

       Telesat Network Services, Inc. (“Telesat”), pursuant to Section 25.120 of the
Commission’s rules, hereby seeks renewal of its existing Special Temporary Authority
(“STA”) to continue to operate the SeaTel 2406 and the SeaTel 6006 Ku-band earth
stations on vessels (“ESV”) antenna types also covered in its currently pending
application for modification to add those antennas on a permanent basis. 1 Telesat
hereby respectfully requests extension of its STA for up to sixty (60) days.

       As background, Telesat filed its referenced modification application on April 30,
2010 seeking to add 250 units of each of the above-referenced antenna types to its
already active ESV network under KA-399. Subsequent to the submission of its
modification application, Telesat filed an amendment on November 3, 2010 to its
modification application to include the 10950-11200 MHz, 11450-11700 MHz, and 12500-
12750 MHz bands in the areas covered by the Africa and Europe beams of the Telstar
11N satellite bands. Telesat’s request to add the 12500-12750 MHz frequency band has
required that its application be coordinated with IRAC, which coordination is not yet
complete.

       Accordingly, Telesat is hereby seeking relief by way of extension of its STA to
continue its operations of the ESV units during the completion of that coordination as
well as of the final processing of its modification application. The instant request for
extension of Special Temporary Authority is supported by good cause. The
Commission already determined Telesat’s initial STA request to be in the public
interest. Based on that initial grant, Telesat’s customers have begun to utilize the ESV
units in question to communicate back to Telesat’s hub in Mt. Jackson, Virginia in order
to take advantage of greater physical stability and thus improved robustness of
communications. Grant of the instant request will permit those vessels to continue
communication on these enhanced devices while Telesat’s application undergoes final
review, thus ensuring continuity of operations.

        Accordingly, for the foregoing reasons, Telesat hereby respectfully requests grant
of the instant request for extension of its Special Temporary Authority for up to sixty
(60) days. Telesat requests that any questions with regard to this matter be directed to
