Request for Special Temporary Authority Earth Station E090136 November 2010 Attachment 1 Request for Special Temporary Authority – Earth Station E090136 Meredith Corporation (“Meredith”), licensee of transmit/receive earth station E090136, hereby requests Special Temporary Authority (“STA”) to operate with parameters set forth in its pending modification application (File No. SES-MOD-20101006-01257) until such time as the Commission can complete processing of that application. Earth Station E090136 is used in connection with KPHO-TV, Phoenix, Arizona and three other full service television stations, KVVU-TV, Henderson, Nevada, KPDX(TV), Vancouver, Washington and KPTV(TV), Portland, Oregon, that receive fulltime programming from KPHO-TV. Meredith seeks STA because Earth Station E090136 would provide a critical back-up link to ensure programming can be aired on all of these television stations served by KPHO-TV. The primary links for these stations are provided by optical fiber. Meredith is upgrading E090136, and, while Meredith has filed the necessary modification application with the Commission (i.e., File No. SES-MOD-20101006-01257), the Commission has not yet had an opportunity to complete processing, leaving Meredith without a back-up link in the event of a fiber break. Meredith is requesting this STA so that viewers would receive uninterrupted programming even if such a failure occurred. Station KVVU-TV recently experienced a fiber outage, but station personnel fortunately were able to avoid program interruption by employing other means. This particular service outage, however, has sensitized Meredith to the need to have a reliable back-up link in place. Accordingly, to avoid disruption of broadcast service to viewers of Meredith stations in the event of another fiber optic link failure, Meredith seeks STA to operate Earth Station E090136 as proposed until such time as the Commission has an opportunity to process the pending modification application in the normal course. Grant of this request is in the public interest as it will prevent disruption of broadcast service to the viewers of Meredith stations.
