                                 Description of STA Request

                ISAT US Inc. (“ISAT US”) hereby seeks STA to operate a limited number of a
new configuration of the Inmarsat IsatPhone Pro (“IsatPhone”). A “stand-alone” configuration
of the IsatPhone already has been licensed by the Commission. See IBFS File No. See IBFS File
No. SES-LIC-20090217-00184 (Call Sign E090032). This new configuration allows a user to
“dock” the IsatPhone in a docking station (manufactured by Beam Communications) with an
external amplified antenna (manufactured by Aero Antenna) that is designed for use on motor
vehicles. This external antenna (to be mounted on the outside of a vehicle) has enhanced
performance compared with the IsatPhone’s built-in antenna, which would cease operation while
the IsatPhone is “docked.” Moreover, this new configuration allows use of the IsatPhone when a
user inside a vehicle otherwise would not have a clear line of sight to an Inmarsat satellite.

               ISAT US has filed an application to modify its existing blanket license to permit
the operation of the new IsatPhone configuration on a permanent basis. See IB File No. SES-
MOD-INTR2010-03388 (the “Modification Application”). The operations proposed herein are
consistent with the technical parameters specified in the Modification Application, which
Inmarsat incorporates by reference. Further, those operations use same frequency bands, and the
same emission designators, as the already-licensed configuration of the IsatPhone.

                The first production units of the new IsatPhone configuration are scheduled to
ship later this month. Inmarsat seeks STA to operate up to 100 of these units. Grant of the
proposed STA would facilitate the distribution of these units to select distribution partners
located throughout the United States, which would use these units to conduct exhibitions,
demonstrations, reseller training, and limited consumer trials of the new configuration. These
activities would provide the opportunity for “real world” feedback and possible refinement of the
features of the new configuration prior to full commercial deployment.

              For these reasons, grant of STA would serve the public interest, convenience and
necessity. Accordingly, ISAT US respectfully requests that the Commission grant STA
beginning December 1, 2010 for a period of 60 days.
