Following up on our conversation earlier today, I would like to supplement the rationale for the STA requested by Sirius
XM. As discussed in the STA narrative, the new C-band antenna in Vernon, NJ will support a data link between the U.S.
and Canada. The data transmissions will relate to the telemetry, tracking and control ("TT&C") for the XM-5 satellite. XM-
5 is currently undergoing in-orbit testing at 80º W.L., and following completion of testing, will be drifted later this month to
its assigned orbital location, 85.2º W.L.

Sirius XM is currently using an earth station in Ellenwood, GA, call sign E080168, to perform TT&C for XM-5, pursuant to
authority granted in File No. SES-STA-20100917-01175. However, I have been advised by Sirius XM personnel that they
have been experiencing interference issues with the current TT&C out of Ellenwood. Sirius XM would like to transfer
TT&C for XM-5 to a station in Calgary, Alberta operated by Telesat Canada. However, in order for the Alberta site to take
over primary TT&C for XM-5, Sirius XM needs the ability to use the Vernon antenna to establish the data link. Thus, grant
of the requested STA as soon as possible will serve the public interest by facilitating the safe operation of the XM-5
spacecraft.
