       On October 22, 2010, L. Barbee Ponder IV (General Counsel), Paul Monte (Vice
President of Ground Operations & Engineering), and Brinda Shah (Manager, Systems Analysis)
of Globalstar, Inc. (“Globalstar”) spoke by telephone with Paul Blais, Branch Chief, Satellite
Division. During their conversation, Mssrs. Monte and Ponder, and Ms. Shah discussed the
procedural and technical aspects of the recently filed requests for Special Temporary Authority
referenced above to utilize antennas located at the Clifton, TX and Sebring, FL earth stations.
