Dear Ms. Medley,

       Following your above-referenced fax, I would like to provide you with some information
about the HIBLEO-X satellite system.

        The coordination request of this satellite system has been published by ITU in IFIC 2674 as
per reference b). We intend to begin the coordination discussions after the end of the four-month
commenting period set forth in No. 9.51 of the Radio Regulations.

        In parallel, on 20th May 2010, GLOBALSTAR EUROPE SARL, acting on behalf of the
GLOBALSTAR group, submitted a request for authorisation to operate frequency assignments for
a satellite system corresponding to the second generation of Globalstar satellites. This request
was made on the basis of Articles L97.2 and Articles R52-3-1 to R52-3-2 of the French Post and
Electronic Communications Code and has been officially acknowledged under the name HIBLEO-
X on 8th June 2010 (by the ANFR’s letter ANFR/DPSAI/DROS/10-0654/JC).

       Following this request, the procedure to evaluate it was carried out and its conclusions are
going to be forwarded to the French Ministry for Economy and Finance for final decision. The
French law contemplates a period of two months for the Ministry to issue its decision (i.e. by the
end of November 2010). If issued, the authorisation will allow GLOBALSTAR EUROPE SARL to
operate the frequency assignments of the HIBLEO-X satellite system, subject to compliance with
the provisions of the Radio Regulations as well as with any coordination agreements that have
been, or will be, signed concerning the operations of the HIBLEO-X satellite network.


       GLOBALSTAR EUROPE SARL has informed us that 6 of the 48 second generation
constellation satellites should be launched on 19th October 2010. While the final decision about
the authorisation to operate the HIBLEO-X frequency assignments is still pending, the launch can
take place and the subsequent in-orbit tests can be carried out on the basis that such
transmissions will not interfere with other satellite systems in the overlapping frequency bands.
