Attachment A MTN License Corp. Application for STA October 2010 Page 1 of 2 Description of Request for Special Temporary Authority MTN License Corp. ("MTN") requests special temporary authority for up to 60 days to operate a new earth station antenna under the Ku—band earth station authorized to MTN under Call Sign EQO70218 in Holmdel, New Jersey. MTN requests STA commencing on October 15, 2010, in order to meet the requirements of a U.S. Government customer that has come to MTN with a request for immediate service. This request for STA is preparatory to an application that MTN is currently preparing to modify Call Sign E070218 to add the new earth station antenna on a permanent basis. In support of its STA request, MTN provides the following technical specifications for the proposed earth station: Quantity: 1 Manufacturer: Andrew Antenna Model: ES45MPJ—1 Antenna Size: 4.5 m Antenna Diameter: 4.5 m (major)/4.5 m (minor) HAGL: 3.5 m HASL: 112.2 m Building Height AGL: Max. EIRP Density per Carrier: 34.43 dBW/4kHz Emission Designator: 40M5SG7TW The proposed earth station will communicate exclusively with space stations on the Permitted Space Station List, and will comply with the antenna gain patterns specified in Section 25.209(a) and (b) of the Commission‘s rules as demonstrated by the antenna

Operations of the proposed earth station also will comply with the radiofrequency radiation exposure limits under Section 1.1310 of the Commission‘s rules. See attached FCC RF Hazard Compliance Analysis. The antenna that is the subject of this application is exempt from notification to the Federal Aviation Administration because the antenna is located in an area with structures of a permanent and substantial character that are taller than the antenna itself. See 47 C.F.R. § 17.14(a). Grant of the instant STA request will serve the public interest by allowing MTN to begin immediate service to an important U.S. Government customer. The Government‘s request for service beginning on October 15, 2010 using a 4.5 meter antenna that MTN will install for the customer was unforeseen. Temporary authority under the instant STA is required because the MTN request for permanent authority, which will be filed with the Commission as soon as it is completed, cannot be acted upon by the required service commencement date. In summary, and on the basis of the information provided above, MTN respectfully requests, for a period of 60 days commencing on October 15, 2010 and in advance of a forthcoming request for permanent authority, special temporary authority to operate a new 4.5 meter earth station antenna under Call Sign E070218 for the benefit of a U.S. Government customer with urgent service requirements.
