Dear Ms. Dortch:

        On October 6, 2010, L. Barbee Ponder IV (General Counsel and Vice President of
Regulatory Affairs) of Globalstar, Inc. (“Globalstar”) met with Paul de Sa of the Office of
Strategic Planning and Policy Analysis, and discussed the status of the various proceedings
referenced above, including the progress being made with the International Bureau to resolve
pending proceedings and Globalstar’s STA requests related to the launch of its second generation
constellation. They also discussed Globalstar’s comments filed in the Notice of Proposed Rule
Making and Notice of Inquiry in Docket No. 10-142.

        On October 7, 2010, L. Barbee Ponder IV, and Elvis Stumbergs and the undersigned of
Wilmer Cutler Pickering Hale and Dorr LLP, had a teleconference with Karl Kensinger, Rod
Porter, and Cassandra Thomas of the International Bureau. We discussed progress toward
finalizing Globalstar’s French authority to operate its second-generation satellite constellation,
the status of the STA request filed on July 13, 2007, potential amendments to Globalstar’s
December 21, 2009 application for authority for its earth stations to communicate with its
second-generation constellation, and the status of the STA requests filed on September 22, 23,
and 27, 2010.
