Dear Ms. Dortch:

        On October 12, 2010, L. Barbee Ponder IV (General Counsel and Vice President of
Regulatory Affairs) of Globalstar, Inc. (“Globalstar”) and Elvis Stumbergs and the undersigned
of Wilmer Cutler Pickering Hale and Dorr LLP, had a teleconference with Karl Kensinger,
Robert Nelson, Rod Porter, and Cassandra Thomas of the International Bureau. We discussed
progress toward finalizing Globalstar’s French authority to operate its second-generation satellite
constellation, the status of the STA request filed on July 13, 2007, potential amendments to
Globalstar’s December 21, 2009 application for authority for its earth stations to communicate
with its second-generation constellation, and the status of the STA requests filed on September
22, 23, and 27, 2010.
