         Operation Dates: 09/24/2010 – 10/10/2010

Dear Sir/Madam:

Lowery Satellite Services hereby requests a Special Temporary Authority (STA) to operate an existing
licensed 4.5 meter C—band antenna at Kentucky Horse Park in Louisville, Kentucky. This STA request is
necessary to permit Lowery Satellite Services to operate on the Intelsat 907 satellite located at 27.5 degrees
west longitude. The call sign for the existing antenna is E050154, a copy of the call sign and radiation
hazard study are attached your reference.

This STA is requested for a 17 day time frame beginning 09/24/2010 and ending 10/10/2010. This time
frame will allow for system testing on 09/24/10 and broadcasting of an Equestrian competition on
9/25/2010 – 10/10/10. The satellite signal will be uplinked to Intelsat 907 and downlinked to Geneva,
Switzerland.

Since operation beyond the dates involved with this specific event is unlikely, changes to the permanent
license will not be pursued or desired at this time.

Included with this request are copies of the existing license and radiation hazard study and a copy of the
coordination report. A copy of this report has been forward the FCC office in Columbia, Md.
