                                      REQUEST FOR
                             SPECIAL TEMPORARY AUTHORITY


         ConocoPhillips Communications Inc. ("COP") pursuant to Section 1.931(b) of the Rules
and Regulations of the Federal Communications Commission ("FCC" or "Commission"),
respectfully requests Special Temporary Authority ("STA") for a period of 180 days to operate a
critical link in Bartlesville, Oklahoma. *Application to modify existing license, FCC Radio Station
Authorization Call Sign E040393, seeking authorization to relocated fixed station a distance
approximately 61.4 miles west of its current location is in process, however, it will not be timely in
meeting the authorization requirement to ensure the safety of ConocoPhillips‘ personnel and
Bartlesville operations.

ConocoPhillips Communications Inc. provides centralized communications services to, and
serves as the central FCC license holding entity for, the ConocoPhillips operating companies. In
order to ensure the safe and effective production, transportation and refining of oil and natural
gas, ConocoPhillips employs the use of radio communications systems operated pursuant to
FCC authorizations. COP, through its affiliated units, is an international, integrated energy
company engaged in the exploration and production, refining, marketing, supply and
transportation of petroleum and petroleum products.

ConocoPhillips is seeking STA to operate a critical link for their Bartlesville, Oklahoma location.
Our concern for the safety of our operating personnel and the environment necessitate the
immediate operation of these systems.

In view of the foregoing, we respectfully request the Commission‘s most expeditious and
favorable consideration of this application for STA.

This will confirm that no party to this application is subject to denial of federal benefits pursuant to
5301 of the Anti—Drub Abuse Act of 1988, 21 U.S.C. § 862.

SES—MOD—20100824—01077/ Relocate KU—band satellite hub from Ponca City, Oklahoma to Bartlesville,
Oklahoma. A new ASC Signal 5.6 meter earthstation antenna will be constructed in Bartlesville that is
identical to the one to be abandoned in Ponca City. When complete, the RF and baseband equipment in
Ponca City will be relocated to Bartlesville. No changes to satellite, frequency or bandwidth are anticipated
and the receive site is not changing.
