                         Description of STA Renewal/Extension Request

        Emerging Markets Communications, Inc. (“EMC”) hereby requests that the FCC renew
or extend, with conditions, the four STAs whose file numbers are listed in the table below.

        These STAs give EMC authority to change the remote control point for four earth
stations located in Kapolei, Hawaii from the Telesat Network Services, Inc. (“Telesat”) Network
Operations Control Center (“NOC”) in Allan Park, Ontario, Canada to the EMC NOC in Buenos
Aires, Argentina. This change in remote control points was necessitated by the assignment of
the earth station licenses captioned above from Telesat to EMC. The FCC authorized the
assignment of these earth station licenses to EMC in File No. SES-ASG-20090505-00552 on
June 10, 2010, and the parties consummated this assignment on June 23, 2010. Effective on that
date and for a 60-day period, the FCC granted STAs to EMC to change the remote control point
for each of these stations to Buenos Aires.

        Since these STAs will expire on August 20, 2010, EMC requests that renewal or
extension of each STA be granted on or before that date. EMC notes that on August 3, 2010, it
requested, by modification application, permanent authority to change the remote control point
for each of these earth stations. These modification applications were placed on public notice on
August 11, 2010 in Report No. SES-01268. File numbers for these modification applications are
included in the table above.

       Grant of these STA renewal/extension requests will serve the public interest. As
explained in the modification applications listed in the table, EMC’s NOC is well qualified and
equipped to maintain control of the Kapolei earth stations remotely. EMC’s NOC is manned
24/7 and constantly monitors all operations of EMC’s global network, including the Kapolei

earth stations. There is no earth station at EMC’s NOC in Argentina.1 However, the NOC has
the ability to immediately shut down the Kapolei stations if required and necessary to avoid
causing undue interference into the operations of other stations. The EMC remote control point
in Argentina is connected to the Kapolei earth stations through redundant/protected links
integrated into terrestrial and sub-sea cable networks. Specifically, EMC´s NOC in Argentina is
connected through two redundant links locally to a Tier 1 global provider’s protected network
and connected via DS3 link to EMC’s PoP in Los Angeles. From EMC’s PoP in Los Angeles,
EMC uses its own leased capacity on sub-sea cable systems to connect to the Kapolei earth
stations.

        In addition, EMC retains on-site support at Kapolei. EMC has one employee, a U.S.
citizen, on duty at the Kapolei earth stations during the business day to deal with operational and
maintenance issues. The name of this employee and his contact information are as follows:

        Telesat will not provide remote control services for the earth stations now that the
licenses for these stations have been assigned to EMC, and EMC does not have personnel in
Hawaii who can control the stations 24/7 on site. Furthermore, it is more cost effective and
efficient for EMC to control the stations from its existing remote control point.

        EMC accepts and complies with the conditions imposed in the original STAs and
acknowledges and accepts grant of these STA renewal/extension requests will be similarly
conditioned. EMC further acknowledges that any grant of these STA renewal/extension requests
is without prejudice to, and will be conditioned on, the Commission’s final action on any EMC
application.

       For the reasons set forth above, EMC respectfully requests that its STAs be renewed or
extended no later than August 20, 2010.

       EMC notes that it operates and holds radio frequency licenses for two earth station
       teleports in Europe (in Raisting, Germany and Redditch, U.K.). EMC is not required to
       hold a license to provide service or operate earth stations in Argentina as EMC does not
       provide service to customers or operate earth station facilities there.
