(“PanAmSat”) herein requests a grant of Special Temporary Authority ("STA") for 30 days, from September 11, 2010 through October 10, 2010, to use its Castle Rock, Colorado Ku—band earth station —— | call sign KL92 —— to provide launch and early orbit phase ("LEOP") services for the W3B satellite that is expected to be launched on September 11, 2010 The LEOP penodis expected to last approximately six days." ' The W3B LEOP operations will be performed in the following frequency bands: 14250.0 MHz RHCP and14499.8 MHz RHCP (uplink), and 11201.4. MHz RHCP and 11698.6 MHz RHCP (downlink). The LEOP operations will be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path.* All operators of satellites in that path will be . prov1ded with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. In the extremely unlikely event that harmful interference should occur due to transmissions to or from its earth station, PanAmSat will take all reasonable steps to eliminate the interference.
