     Ku—band earth station,             call sign KL92,          to provide LEOP services for the W3B satellite that
     is expected to be launched on September 11,                         2010.

        Dear Ms. Dortch:          |

        PanAmSat Licensee Corp. (“PanAmSat”) herein requests a grant of Special
        Temporary Authority ("STA") for 30 days, from September 11, 2010 through
        October 10, 2010, to use its Castle Rock, Colorado Ku—band earth station —— |
        call sign KL92 —— to provide launch and early orbit phase ("LEOP") services
        for the W3B satellite that is expected to be launched on September 11, 2010
        The LEOP penodis expected to last approximately six days."        '

        The W3B LEOP operations will be performed in the following frequency
        bands: 14250.0 MHz RHCP and14499.8 MHz RHCP (uplink), and 11201.4.
        MHz RHCP and 11698.6 MHz RHCP (downlink). The LEOP operations will
        be coordinated with all operators of satellites that use the same frequency
        bands and are in the LEOP path.* All operators of satellites in that path will be .
        prov1ded with an emergency phone number where the licensee can be reached
        in the event that harmful interference occurs.

. its electromagnetic environment and will not cause harmful interference into
 any lawfully operating terrestrial facility. In the extremely unlikely event that
 harmful interference should occur due to transmissions to or from its earth
 station, PanAmSat will take all reasonable steps to eliminate the interference.

 Grant ofthis STA request will allow PanAmSat to help launch the W3B
 satellite to the 16° E.L.location. This, in turn, will help ensure continuity of
 existing services at that location, and there_by promote the public interest.
