12. Description. EDUCATIONAL MEDIA FOUNDATION, PURSUANT TO SECTION 25.120(A) OF THE FCC RULES HEREBY REQUESTS A 60 DAY SPECIAL TEMPORARY AUTHORITY ('STA') TO TEST THE SATELLITE OPERATIONS OF ITS NEW UPLINK FACILITY IN INDIANAPOLIS ON JULY 1, 2010, WHILE ITS LICENSE APPLICATION IS CURRENTLY PENDING WITH THE COMMISSION. EMF CURRENTLY PRODUCES SOME OF ITS PROGRAMMING IN INDIANAPOLIS AND, TO DISTRIBUTE THE PROGRAMMING TO ITS VARIOUS STATIONS, EMF USES TWO CURRENTLY LICENSED SATELLITE UPLINKS. EMF IS CURRENTLY REQUESTING A LICENSE FOR AN ADDITIONAL UPLINK. EMF HAS MADE ARRANGEMENTS TO COMMENCE TESTING THIS LINK ON JULY 1, 2010 AND HEREBY REQUESTS AN STA TO DO SO. THIS STA REQUEST IS IN THE PUBLIC INTEREST BECAUSE IT WILL ENSURE UNINTERRUPTED SERVICE TO THOUSANDS OF LISTENERS AROUND THE COUNTRY. PURSUANT TO SECTION 25.120, A COPY OF THIS REQUEST HAS BEEN SENT TO
