                    REQUEST FOR SPECIAL TEMPORARY AUTHORITY

         DIRECTV Enterprises, LLC ("DIRECTV") hereby requests Special Temporary
Authority ("STA") for up to 60 days beginning July 5, 2010 to conduct on—site testing of
the 9.1—meter Ka—band earth station antenna recently installed at DIRECTV‘s Tucson, AZ
site, while its license application is being processed (see File No. SES—LIC—INTR2010—
01939). During these tests, the earth station will communicate with the DIRECTV‘s
existing in—orbit Ka—band satellites within the parameters set forth in the above referenced
application. In addition, DIRECTV will test the antenna‘s ability to sustain full—power
operations over an extended period (approximately 24 hours). Again, these full power
operations will be consistent with the underlying application. For this part of the testing,
DIRECTV will point the antenna to an elevation angle of approximately 85° (i.e. near
zenith) which will direct the main beam of the antenna well away (i.e., >25°) from the
geostationary arc, which further mitigates any remote potential for interference.
DIRECTV will, of course, operate on a non—interference basis and immediately
discontinue transmissions if alerted to any problems.

        The requested STA would serve the public interest by allowing DIRECTV to
perform the testing necessary to establish the performance of its earth station antenna and
resolve any issues in preparation for the expansion of local—into—local services DIRECTV
expects to implement from its Ka—band DIRECTV 11 satellite, which is scheduled to be
launched next month. Accordingly, DIRECTV respectfully requests that the Commission
grant this STA request as expeditiously as possible.
