WATERFALL GROUP LTD.
EXHIBIT 1
REQUEST FOR SPECIAL TEMPORARY AUTHORITY
CALL SIGN E990444
IB SUBMISSION ID IB2010001855

Pursuant to Section 25.120 of the Federal Communications Commission (FCC) Rules, Waterfall
Group LTD. (Waterfall) requests Special Temporary Authority (STA) to operate the earth station
previously authorized under call sign E990444. The authorization expired on February 4, 2010,
without timely renewal due to an administrative oversight. Waterfall respectfully submits that grant
of the requested STA is warranted under the unique circumstances described herein.

Uninterrupted operation is necessary to ensure continued telecommunications and data services to an
isolated fishing destination on the west coast of Prince of Wales Island, approximately 60 miles west
of Ketchikan, Alaska. Waterfall is off the road system and accessible only by float plane.
Communications via the earth station provide the only connection with the staff and visitors to the
Waterfall facility. Lack of communications would substantially disrupt the operation of the facility
during its high season, which in turn could interfere with an important economic concern in the
region. The facility also supports a critical data connection for airline services, which are essential to
travel to and from the area.

There is no threat of interference in this isolated location, as proven by the continuous, harmless
operation of the facility since initial licensing on February 4, 2000. For these reasons, Waterfall
respectfully requests special temporary authority for 60 days, or new license grant, whichever is
earlier.
