12. Description.
Special Temporary Authority (STA) is hereby requested to permit temporary operation of Earth Station E040464, licensed to NBC Telemundo License Co. (NBC Telemundo), on frequency 5965.0 MHz for antenna alignment purposes related to the movement of out-of-control satellite Galaxy 15. The NBC Telemundo earth station is used to provide cable television programming to multichannel video programming distributors (MVPDs). Although Galaxy 15 has now moved out of AMC-11's orbital box without incident, the STA is needed while SES-1 and AMC-11 are moved into their authorized orbital positions and the affected uplinks are moved from SES-1 back to AMC-11. The STA is requested to be effective June 7, 2010, for a period not to exceed ten days, as per discussion between Kathryn Medley, FCC, and Doug Lung, NBC Telemundo. The Frequency Coordination and Interference Analysis Report prepared by Comsearch, which is submitted as Attachment 1, demonstrates that the earth station will operate satisfactorily with the common carrier microwave environment and that there are no unresolved interference cases involving the subject earth station. Accordingly, grant of the STA will serve the public service by ensuring uninterrupted feeds of television programming to MVPDs and their subscribers.
