| 12. Description.
The Special Temporary Authority is being filed to permit operations while a license modification is being processed. Upstream Investments, LLC has filed a modification to upgrade communications to a mining operation in Guyana. The present communications link is extremely unreliable and spotty. The loss of the present communications link will cause severe economic loss and place lives at risk. Upstream Investments has filed to modify their existing VSAT license (E090095), and add 13.75 to 14.0 GHz transmit operations on the Amazonas-2 satellite to their 8.1 meter hub antenna in Lafayette, Louisiana. The modification will require a public notice period, and the timeframe associated with the granting of the license modification will place an undue risk to those involved in the mining operations. Therefore, Upstream Investments, LLC seeks an STA to permit operations prior to the granting of their license modification.
