      PROGRESS TOWARD FULL COMPLIANCE WITH C-BAND ESV RULES
        FILE NO. SES-MOD-20070523-00709 AND SES-STA-20100304-00294

                                          April 30, 2010

        At the request of the International Bureau staff, applicant Vizada, Inc. (Vizada)
had been submitting reports regarding its progress toward full compliance with the
Commission’s C-Band ESV rules. As explained in further detail below Vizada is
discontinuing submission of the reports inasmuch as it has withdrawn the waiver requests
that prompted the need for the reports.

        In the above-referenced modification application, Vizada requested partial
temporary waivers of three subsections of the ESV rules: subsections 25.221
(a)(1)(iii)(A), 25.221 (a)(4) and 25.221 (a)(12)1. Subsection 25.221 (a)(1)(iii)(A)
requires each C-Band ESV terminal to cease transmissions automatically if the angle
between the orbital location of the target satellite and the axis of the main lobe of the
antenna exceeds 0.5°. Subsection 25.221 (a)(4) requires ESV operators to record the
location of each vessel carrying C-band ESV equipment at intervals no greater than every
twenty minutes. Subsection 25.221 (a)(12) requires C-band ESV operators to
automatically cease transmission if an ESV operates in violation of the terms of its
coordination.

        Vizada reported that it was in full compliance with 25.221 (a)(4) and withdrew
the request for the waiver of that subsection by a September 16, 2008 letter to the
Commission. By letter dated April 5, 2010 it reported that all ESVs receiving C-Band
service via the Santa Paula teleport are also in compliance with subsections 25.221
(a)(1)(iii)(A) and 25.221 (a)(12) and withdrew its request for temporary waiver of those
subsections.

       As all requests for waivers have now been withdrawn Vizada is discontinuing
submission of further progress reports. Any questions should be directed to James G.
