                                           Description

        Lockheed Martin Corporation (“Lockheed Martin”) hereby urgently requests special
temporary authority to operate its Napa, California earth station (Call Sign E050272) at slight
variance from the license for a period of 30 days due to an anomaly that has the potential to
affect the LM-RPS1 satellite – the sole point of communication for the earth station. The LM-
RPS1 satellite (Call Sign S2372) is hosted on the Galaxy-15 satellite that is operated by
PanAmSat Licensee Corp. (“PLC”) at the 133º W.L. orbital location. LM-RPS1 does not have
its own TT&C subsystem; TT&C functions for the tracking and maneuvering of LM-RPS1 are
performed by PLC under contract with Lockheed Martin.

        On April 7, 2010, PLC informed Lockheed Martin that the Galaxy-15 satellite suffered
an anomaly of unknown origin. Although the LM-RPS1 payload continues to function, there is a
possibility that the satellite will move out of its designated station-keeping box.

        Lockheed Martin seeks to continue to utilize the LM-RPS1 satellite as long as operations
remain viable. In this regard, Lockheed Martin anticipates that it may soon need more flexibility
with respect to some of the transmission parameters on its license for Call Sign E050272. In
particular, and for up to 30 days commencing April 10, 2010, Lockheed Martin requests that the
azimuth range be extended on the east to 195.8º from its current eastern limit of 197º. For the
same period, Lockheed Martin also requests that the elevation angle range be extended to 44.6º
from its current upper limit of 44.3º. The temporary and modest relaxations sought here are
needed for both uplink frequencies – 6690.42 MHz and 6639.27 MHz – on the Call Sign
E050272 license.

        Lockheed Martin will coordinate its operations, as appropriate, and fully recognizes that
operations at variance with the LM-RPS1 license are on a non-harmful interference/non-
protected basis.

        Lockheed Martin requests that the STA sought here commence on April 10, 2010, which
is when Lockheed Martin expects to first need the increased flexibility it seeks here. The sudden
and unexplained anomaly was unforeseen, and is the type of extraordinary event that makes
grant of an STA on less than three working days’ advance notice appropriate. See 47 C.F.R. §
25.120(a). Until more facts are known, Lockheed Martin requests an initial 30-day term for the
STA.
