                  REQUEST FOR SPECIAL TEMPORARY AUTHORITY

                                     Earth Station E980076

               SES Americom, Inc. ("SES Americom") hereby requests special temporary
authority ("STA") for a period of 30 days commencing no later than March 29, 2010 to permit
earth station E980076 to receive transmissions on the 3700-4200 MHz frequencies from the
Netherlands-licensed NSS-5 spacecraft at 20° W.L. SES Americom requests a grant of such
authority pending the grant of the related Petition for Declaratory Ruling to add NSS-5 at 20°
W.L. to the Permitted Space Station List ("PSSL").1

               Grant of this STA request will serve the public interest. SES Americom seeks
this STA to conduct short-term video carrier testing for the anticipated distribution of FIFA
World Cup-related broadcasts via NSS-5 to begin in May 2010.2 The earth station will be used
for receive-only operations in connection with this testing. Such testing will help ensure that
customers receive high-quality feeds of World Cup coverage via NSS-5 in the lead-up to and
during the tournament.

                The Commission's rules provide that receive-only earth stations operating with
non-U.S. licensed space stations like NSS-5 need not file an application for license so long as (i)
the space station is on the PSSL, (ii) the earth station antenna meets the Commission's antenna
performance standards, and (iii) both the earth station operator and the space station operator
otherwise comply with all applicable Part 25 rules and the conditions on the PSSL applicable to
that space station.3 As soon as the PDR is granted, all three of these conditions will be satisfied
and no license for the receive-only operations that are the subject of this STA will be needed.

             Full technical information regarding NSS-5 is already on file with the FCC in the
pending PDR, which included a completed Schedule S and a narrative technical appendix. SES
Americom hereby incorporates these materials by reference herein.
